Availability Level (AL)
These are based on the level of business impact to the UC when Institutional Information and IT Resources suffers a loss of availability or service.
Potential Business Impact (Loss of Availability)
- A4 – High: Loss of availability would cause major impairment to the Location and/or essential services and/or significant financial losses. Often includes Critical IT Infrastructure or services required by law/regulation.
- A3 – Moderate: Loss of availability would cause moderate financial losses and/or reduced customer service.
- A2 – Low: Loss of availability may cause minor losses or inefficiencies.
- A1 – Minimal: Loss of availability poses minimal impact or financial losses.

Protection Level (PL)
These are based on the level of concern related to confidentiality and integrity of UC Institutional Information and IT Resources.
Potential Business Impact (Confidentiality & Integrity)
- P4 – High: Unauthorized disclosure or modification could lead to significant fines, penalties, regulatory action, or civil/criminal violations; or significant harm/impairment to people, operations, or UC’s mission. (Statutory/contract drivers.)
- P3 – Moderate: Could cause small to moderate fines/penalties, civil actions, or moderate damage to privacy, finances, operations, or reputation; lower‑risk items that, when combined, raise overall risk.
- P2 – Low: Generally internal use, not for public release; unauthorized use could cause minor damage or small financial loss.
- P1 – Minimal: Intended for public access; primary concern is integrity (preventing unauthorized modification).

Recovery Level (RL)
These are based on the type of Institutional Information and IT Resource and how fast it should be restored after a disaster or disruption.
Potential Business Impact (Recovery Speed after Disruption)
- RL5 – ≤ 15 minutes: Near‑immediate recovery; typically mission‑critical services that tolerate virtually no downtime (e.g., life/safety, core auth/network components).
- RL4 – ≤ 6 hours: Very rapid recovery to sustain key operations where alternatives are not sustainable for long.
- RL3 – ≤ 24 hours: Important services/data with alternatives sustainable up to 24 hours.
- RL2 – ≤ 5 days: Necessary services/data; short multi‑day outage is tolerable with workarounds.
- RL1 – ≤ 30 days: Deferrable services/data; extended outage acceptable with minimal impact.
RL definitions driven primarily by RTO per IS‑12; examples reflect common UC practice.
